A ragù is a meat sauce. Bolognese is specific type of ragù made from carrot, celery, onion, pancetta, ground beef and pork, milk, and white wine. Tomatoes aren't the focus.

Technically, and according to the Italian Academy of Cuisine?  No.

Can a pasta sauce made with beans or lentils be a Bolognese?
